These are Gayfeather (Liatris) buds. Each bulb develops a spike in June and by Mid to Late July each year the tiny flowers on each spike begin to bloom. They have a soft feather look from a distance and look lovely in large round clumps.

Doesn’t nature create beautiful patterns?
This flower is known as Scabiosa or more commonly a Pincushion flower.
I thought mine had died out, but to my surprise several of these lovely flowers started coming up in my front flower bed this year. The petal pattern is lovely when viewed from above isn’t it?
